Tim’s power will effectively have the ability to tell people’s brains not to notice him. It’s like having sneak set to 150. It’s an active power, so he has to either be intentionally using it to have it activated (or have it subconsciously trigger due to psychological distress – there’s opportunity for juicy drama while he’s working on controlling it), but basically it won’t work if he’s asleep etc.
Limitations:
• Tim’s perception ability would work – for now, anyway – on sentient life, not electronics. Electronics will still be capable of recording his presence; however, his ability can affect the people who are supposed to monitor the electronics. But his ability will also still be proximity-based, and while I’m going to give him the option to expand the area it works in over time, it’s not infinite.
• he’d have a much more difficult time affecting someone who knows he’s supposed to be there. For example, if he was talking to someone, he’d want to wait until they’ve stopped talking, or he’s out of their sight for a moment, or something else has their attention briefly because his power is based on taking advantage of gaps in people’s attention rather than changing someone’s mind directly. He's had one (1) occasion so far where his power activated in the middle of a conversation, and the effect was that the other person got a headache and was aware that something was trying to prevent him from perceiving Tim.
